The working group of the project “At Educational Crossroads" presented the results of the study to the Ministry of Education and Science of Ukraine

 

 

On November 6, 2019, the Ministry of Education and Science of Ukraine held a briefing of the UERA expert group with presentation of the results of the projects "At educational crossroads: a science-based dialogue with national minorities in Chernivtsi and Zakarpattia regions" and "Learning Together" (Finnish support for Ukrainian school reform) (UERA project Manager - Svitlana Shchudlo). The project is connected with the Jean Monnet Support to Association Project "European Quality of Educational Research for Empowering Educators in Ukraine" supported by the Erasmus+ Programme of the European Commission.

The event was attended by the Manager of the Finnish project "Finnish Support for Ukrainian School Reform" ("Learning Together») Arto Vaatokari, project language expert Igor Khvorostianyi, project specialist Oksana Nesterova, project copywriter Georgiy Arabuli, project experts Oksana Zabolotna, Tetiana Medina, Natalia Varha, Marin Gherman, Ruslan Fatula. The following government representatives had also participated: Head of the main Department for Information Policy and Communications of the Ministry of Education and Science of Ukraine Tetiana Golubova; adviser to the Minister of Education and Science of Ukraine on communications Ivanna Kobernyk; state expert of the expert group on planning for stakeholder relations of Directorate of Strategic Planning and European Integration of the MES Mariya Dupak; head of the main Department of General Secondary and Preschool Education of Preschool and School Education Directorate of MES Yuriy Kononenko; head of Department of Scientific, Educational and Methodological support of the content of general secondary education in the New Ukrainian school of the Institute of Modernization of Content of Education Nelia Mykhailovska; head of International Cooperation, Scientific and Methodological Support of Educational Needs of National Minorities Department Tetiana Pilipenko; state expert of the expert group on European integration and coordination of international relations of the Directorate of Strategic Planning and European Integration of the Ministry of Education and Science of the Republic of Belarus Tetiana Movchan

Oksana Zabolotna spoke about the project's goals and objectives, methods of data collecting. Experts on media Marin Gherman (Chernivtsi) and Ruslan Fatula (Uzhgorod) informed the audience about the peculiarities of the perception of Article 7 of the Law of Ukraine "On Education" by Ukrainian-language media and media of national minorities (in particular, Romanian and Hungarian). The main outcomes and quantitative indicators of media analysis were given, and some recommendations for building communication strategies between authorities and national minorities were proposed.

Oksana Zabolotna also presented the main results and conclusions drawn from focused group interviews with students, parents, teachers and representatives of education authorities in Chernivtsi and Zakarpattia regions. The analysis was based on responses to a question about prospects of implementation of the language of the article; determining the effectiveness of the paths specified in the Road map to implement Article 7 of the Law "On education", as well as effective ways to build a communication strategy for the development of a positive attitude towards learning Ukrainian language.

Tetiana Medina presented the recommendations of the round table on discussion of the focus groups findings and media analysis in the Chernivtsi region (Chernivtsi, June 6, 2019), and Natalia Varha informed about the same event to discuss research findings in Zakarpattia region (Uzhgorod, July 1, 2019).

The briefing participants from the Ministry of Education and Science of Ukraine asked important questions that allow us to make a more detailed analysis when preparing the final report.
